水平衡测试实施方案
  根据济水资字[2003]18号《关于开展城市供水企业水平衡测试工作的通知》的文件精神，工作内容及其具体要求，特制定次方案。
1、 用水设备、供水管道修缮工作。
     对各供水设备进行检修，以确保各个用水设备在测试阶段能正常工作，保证测试数据的准确性；供水管道没有维修的，应抓紧维修，在确定的各测试单元范围内，不应存在断水的工程情况，此两项工作时间应控制在7月15日完成。
2、 各用水部门装表计量
     装表计量是水平衡测试的第一步，是水平衡
