一、应急预案的方针与原则
更好地适应法律和经济活动的要求；给企业员工的工作和施工场区周围居民提供更好更安全的环境；保证各种应急资源处于良好的备战状态；指导应急行动按计划有序地进行；防止因应急行动组织不力或现场救援工作的无序和混乱而延误事故的应急救援；有效地避免或降低人员伤亡和财产损失；帮助实现应急行动的快速、有序、高效；充分体现应急救援的“应急精神”。坚持“安全第一，预防为主”、“保护人员安全优先，保护环境优先”的方针，贯彻“常备不懈、统一指挥、高效协调、持续改进”的原则。
二、应急策划
(一)工程概况
商务广场A、B座工程（以下简称本工程）是由山东房地产开发有限公司投资开发的商办建筑群，位于济南市二环东路百花公园对面，处于济南市开发区的繁华商住区。地下3层，地上30层，地下3层为车库和设备用房，地上1-4层为城市商业、金融、证券、商务会所及休闲娱乐中心，5-28层为大空间商住两用房，29-30为设备和电梯房。本工程由山东大卫建筑设计有限公司设计。由两栋连体建筑通过裙房相连接，与B座、C座及其裙房等工程共同形成塔楼、板式楼、裙房为一体的现代化建筑群。
本工程由两栋连体30层塔楼组成，塔楼呈正四方形，总高度122.9米，结构高度104.5米，建筑面积约71025平方米，南北长78.4米，东西宽62.75米，塔楼为30.4米×31.5米的长方形，外窗为竖向条窗，顶部为弧形反檐处理。箱形基础，框架－剪力墙结构体系，塔楼标准层
