夏雨季施工措施
一． 编制说明：
铜陵发电厂五期扩建（1×300MW）工程冷却塔风筒采用塔内设置一台液压顶升平桥附着一台施工升降机吊运混凝土和构件进行施工。由于冷却塔风筒施工工期长，历经六、七、八三个月，根据掌握的水文和气象资料及招标文件提供的信息，铜陵市在这几个月进入多雷雨和暴雨季节，且多伴随有大风，另外冷却塔筒壁高度为120.3m，施工平台为随升平台，一直随水塔筒壁升到顶，雷雨和大风将对随升平台造成非常不利影响，给施工带来很大难度。此外，这几个月又是夏季高温季节，人员在高空作业，直接曝晒时间长，容易造成人员疲劳、体力下降及中暑现象而影响到正常施工。因此，及时编制夏雨季施工措施，提前做好防暑降温、防大风、防大汛防、雷击的预防准备工作，真正做到未雨绸缪，有备无患。
二．   施工准备：
1. 施工前，必须按照《施工组织设计》中现场排水的布置要求做好各项排水工作，保证及时排走场地内的雨水。
2. 要做好各种排水设备的维修、保养工作，保证其能及时使用和正常运行。
3. 根据工程需要备齐各类防雷雨、防风、防汛物资（如脚手管、钢丝绳、手电筒、雨衣、活动防雨棚、编织袋、铁锹、潜水泵、链条葫芦、花篮螺丝等），要提前采购，并设立专门的仓库保存，以防突发事件。
4. 水塔液压顶升平桥施工前避雷接地要敷设完，并经过电阻测试合格后方可使用。
5. 设专人记录每天气象预报，并根据预报的未来几天的天气形势，为下一步工作早做准备。
6. 为了能够更好地做好防风、防雨及防暑降温工作，成立专门的领导小组和抢险队。
三.   防风措施：
1. 成立防风、防暑管理小组，专门收集当地气象资料，接听铜陵地区近期气象情况，时刻注意天气变化趋势，掌握天气运行趋势。
