房屋建筑工程和市政基础工程实行见证取样和送检的规定

第一条  为规范房屋建筑工程和市政基础设施工程中涉及结构安全的试块、试件和材料的见证取样
和送检工作，保证工程质量，根据《建设工程质量管理条例》，制定本规定。
第二条  凡从事房屋建筑工程和市政基础设施工程的新建、扩建、改建等活动，应当遵守本规定。
第三条  本规定所称见证取样和送检是指在建设单位或工程监理单位人员的见证下，由施工单位的现场试验人员对工程中涉及结构安全的试块、试件和材料在现场取样，并送到经过省级以上建设行政主管部门对其资质认可和质量技术监督部门对其计量认证的质量检测单位（以下简称“检测单位”）进行检测。
第四条  国务院建设行政主管部门对全国房屋建筑工程和市政基础设施工程的见证取样和送检工作实施统一监督管理。
县级以上地方人民政府建设行政主管部门对本行政区域内的房屋建筑工程和市政基础设施工程的见证取样和送检工作实施监督管理。
第五条    涉及结构安全的试块、试件、和材料见证取样和送检的比例不得低于有关技术标准中规定应取样数量的30%。
第六条  下列试块、试件和材料必须实施见证取样和送检：
（一）用于承重结构的混凝土试块；
（二）用于承重墙体的砌筑砂浆试块；
（三）用于承重结构的钢筋及连接接头试件；
（四）用于承重墙的砖和混凝土小型砌块；
（五）用于拌制混凝土和砌筑砂浆的水泥；
（六）用于承重结构的混凝土中使用的掺加剂：
（七）地下、屋面、厕浴间使用的防水材料；
（八）国家规定必须实行见证取样和送检的其它试块、试件和材料。
第七条  见证人员应由建设单位或该工程的监理单位

The term Third Witness Sampling refers to the construction unit or project supervision unit personnel witnessed the construction unit of the field test by the staff of the project involves structural safety test blocks, test cases and materials on site sampling, and sent through the construction administration departments above the provincial level recognition of their qualifications and the quality and technology supervision department of the quality measurement certification inspection units (hereinafter referred to as "test units") for testing.
Fourth construction administrative department under the State Council on the national housing construction and municipal infrastructure projects Witness Sampling conduct unified supervision and management.
Construction of local people's governments above the county level administrative departments of the administrative areas of housing and municipal infrastructure construction projects Witness Sampling supervise the work.
The fifth deals with the structural safety of the test blocks, test cases, and material witness sampling and submission of the proportion of not less than specified in the relevant technical standards to be 30% of samples.
Article VI of the following specimen, specimens and materials must be implemented Witness Sampling:
(A) for load-bearing structure of the concrete block;
(B) for load-bearing walls of masonry mortar test block body;
(C) for load-bearing structure of steel and the connectors for the specimen;
(D) for load-bearing walls of brick and concrete small block;
(E) for mixing concrete and cement mortar;
(F) for load-bearing structure for use in concrete mixing agent:
(G) underground, roof, toilet and bathroom use of waterproof material;
(8) national regulations must implement witness sampling and submission of other blocks, the test pieces and materials.
