武汉市建筑节能与墙体材料管理条例

第一章   总 则
第一条（目的和依据）
为加强建筑节能与墙体材料管理，降低建筑使用能耗，发展新型墙体材料，节约能源，保护土地资源和生态环境，促进全市经济和社会可持续发展，根据《中华人民共和国能源法》、《中华人民共和国土地法》、《中华人民共和国建筑法》、《建设工程质量管理条例》和有关法规，结合本市实际，制定本条例。
第二条（适用范围）
本市行政区域内新建、改建、扩建和装修、使用、维护建筑工程以及既有建筑改造过程中的建筑节能以及相关管理活动，墙体材料的生产、销售、使用以及相关管理活动，适用本条例。
第三条（定义）
本条例所称建筑节能，是指在建筑工程的规划、设计、建造、装修、使用和维护过程中，通过执行现行建筑节能标准和规范，合理设计建筑围护结构的热工性能和提高采暖、制冷、照明、通风系统的运行效率以及利用可再生能源和加强建筑物用能系

Chapter I General Provisions
Article I (Purpose and Basis)
To strengthen management of building energy saving and wall materials to reduce building energy use, development of new wall materials, energy conservation, protection of land resources and the ecological environment and promoting sustainable economic and social development of the city, according to "The People's Republic of China Energy Law," "The People's Republic of China Land Law," "The People's Republic of China Construction Law", "Construction Quality Control Regulations" and relevant laws and regulations, combined with the actual city regulations are formulated.
Article (Scope)
The city administrative area new construction, renovation, expansion and renovation, use, maintenance works and reconstruction of existing buildings in the process of building energy efficiency and related management activities, wall materials, production, sales, use and related management activities, the application of this Ordinance .
Article III (Definitions)
The term building energy conservation, is in construction planning, design, construction, decoration, use and maintenance process, through the implementation of the existing building energy efficiency standards and norms, rational design of building envelope thermal performance and increase heating, refrigeration, lighting, ventilation system operation efficiency and the use of renewable energy and enhance energy systems for buildings
