一、编制依据
（一）中国网通集团公司四川省分公司关于中国网通西南通信枢纽大楼的相关要求。
（二）中国建筑西南设计研究院的《中国网通西南通信枢纽大楼》工程施工图（设计号：06103-01）。
（三）成都市兴蜀勘察基础工程公司提供的场地详细勘察阶段岩土工程勘察报告书。
（四）国家现行的施工和验收规范、规程、标准和关于建筑施工管理等方面的技术文件、图集以及相关的法律法规。
（五）质量管理体系（依据GB/T19001-2000标准）。
环境管理体系（依据GB/T24001-1996标准）。
职业健康安全管理体系（依据GB/T28001-2001标准）。

二、编制说明
（一）在接到中国网通集团公司四川省分公司关于中国网通西南通信枢纽大楼的相关要求和设计图纸后，公司组织工程技术人员对该要求和图纸进行仔细认真的研究，反复阅看，召开了预备会，针对本工程的重、难点进行研究，方案论证对比，力求编制的施工组织设计科学、合理、详尽，具有很强的针对性和可操作性。
