违反工程建设标准强制性条文及其它安全性的问题，有以下几个方面：
一、延用老版规范引起的问题
部分工程跨年度设计，与新版规范配套软件修编工作滞后有关。一些新版规范修改的内容在施工图中没有反映。
1、混凝土结构设计规范GB50010-2002对一些基本的、属于强制性条文内容的改变较多，如：钢筋种类名称与强度值、纵向受力钢筋的混凝土保护层最小厚度、纵向钢筋的最小配筋率等比老规范有所提高。不少设计院的设计总说明的修改工作没有跟上，个别设计人员对新版规范学习不够，在计算书、图纸说明、附注中仍引用老版规范规定。
2、建筑地基基础设计规范GB50007-2002突出的修改是：按
