第一部分、baopo技术与安全
一、爆炸安全管理措施
    （1）baopo工作要根据批准的设计文件或简明的炮眼布置说明书，以及有关技术规定进行。每个baopo工点指定人员负责炮位选择，进行药量计算和安全警戒工作。
    （2）从事baopo工作的人员必须受过baopo技术培训，熟悉baopo器材性能操作方法和安全规则。本工程项目严禁使用新baopo人员担任baopo工作。
    （3）baopo器材的采购、运输、保管、发放必须符合国家《baopo安全规程》规定的要求。建立台帐，严格审批制度，防止多领少用，私藏余料，杜绝流失和被盗。
    （4）进行baopo作业要严格控制用药量，禁止无证人员参加baopo作业，并按规定的警戒距离、时间，设置安全警戒人员。baopo在施工前要制定专项施工组织设计，指导全过程施工作业。
    （5）baopo安全管理措施根据中华人民共和国baopo施工管理的有关规定标准（GB13349-92），结合施工现场实际情况，特采用如下安全管理措施：建立baopo安全领导小组，统一
