本工程为大亚湾经济技术开发区招商项目的基础设施建设，工程造价约为1500万元，工期为30日历天。如果因本工程拖延工期而影响开发商交地，将严重影响大亚湾经济技术开发区的声誉。
1.3施工场地周围环境
工程地点附近有一条永久市政道路直通淤泥弃土场，场平区域内另有一条便道可通至永久市政道路。周围树木较多，人烟稀少。弃土场为本工程指定多余土方弃填区域，该区域为待开发土地，有较大的水塘需要回填，多余土方外运至指定弃土场时，运距1公里，淤泥外运至指定弃土场时，运距2.5公里。
1.4工程地质
场平区域内有成片的苗木和少量建筑物及其他附着物，需进行清理，东北向的红线位置有一个池塘，需进行排水及淤泥清运。根据业主提供的工程量清单，其中三类土有1418396.27m3，土质主要为亚粘土、砂质粘土；石方有90535.93m3，淤泥、流沙有17000m3。
1.5工程范围及规模
本工程总挖方量约为152万m3，总填方量约为9万m3，外运弃土约为143万m3，场平面积约为31万m2。
1.6工程的主要特点
（1） 本工程开挖、回填土石方量巨大，工期相当紧。
（2） 土石方主要为弃方，达143万m3；石方有90535.93m3，需自行baopo，baopo前需征得相关部门的允许，办理baopo许可证才可作业。同时，必须遵守baopo安全规程。
（3） 土石方有填方量约为9万m3，压实度要求达到90%，土料含水量和碾压质量要严格控制。
