第一章 总则
　　第1.0.1条 为了贯彻国家的节能政策，提高绝热工程施工工艺水平，保证施工质量，减少工艺设备、管道及其附件的能量损失，改善劳动条件，提高经济效益，特制订本规范。
　　第1.0.2条 本规范适用于工业设备及管道内介质温度范围为大于等于负196℃、小于等于正850℃的外部绝热工程的施工及验收。
　　本规范不适用于核动力、航空、航天工业的设备及管道、埋地长输管道的绝热工程和工业炉窑的炉墙隔热工程。
　　第1.0.3条 工业设备及管道绝热工程的施工，必须按设计文件及本规范的规定执行。当需要修改设计、材料代用时，或采用新材料，必须经原设计单位同意。
　　第1.0.4条 工业设备及管道绝热工程的施工，应具备下列条件后，方可开工。
　　一、设计文件及有关技术文件齐全，施工图纸已经会审；
　　二、施工组织设计或施工方案业已批准，技术交底和施工人员的技术培训已经完成。
　　第1.0.5条 绝热工程的施工，除应执行本规范外，尚应符合现
Chapter I General Provisions
