一、承建本工程的总体目标规划

（一）工程质量目标
1、整体工程质量遵守国家、建设部及原电力部、国家电力公司颁发的标准、规定，达到优良等级，确保创省优质工程。
2、建筑工程合格率100%，优良率100%。
（二）施工工期目标
1、总工期105天，较招标文件工期要求提前15天。
2、如我方责任延误工期时，无条件接受项目法人按合同约定额度给予处罚。
（三）安全、文明施工及环保目标
1、无重伤以上人身事故，杜绝重大机械、设备损坏事故，杜绝负主要责任的重大交通事故及其它重大事故；杜绝因管理不善而造成的机械设备、交通运输、爆炸、火灾、中毒等重大事故；千人负伤率控制在4‰以内。
2、严格执行ISO14000环境管理和职业安全卫生管理体系，不发生环境污染事故。
3、文明施工树样板，创市级文明施工工地。
（四）其它目标
1、按建筑法及建筑条例新规定执行建筑工程保修期。
2、主动与其它标段相互配合、协调运作，避免施工中的相互干扰带影响施工。
3、积极处理好涉及地方的相关事宜，营造和谐的施工环境，确保工程顺利进展。

二、工程概述
（一）工程规模及建址
新建鹤壁电厂三期工程建设规模为2×600MW火电机组，建址在河南省鹤壁市新风路1号，即在电厂二期工程
