长潭高速公路雨花基地位于长沙市雨花区黎托乡本区域为上平原微丘区展布在浏阳河Ⅱ级阶第上，地形平坦开阔，农田、农社和渔塘广布，地面高程在31.0 ~ 35.0之间，本区域属于亚热带季风型湿热性气候，气候温和，四季分明，。一年之中，春湿多雨，夏秋多旱，严冬期短，暑热期长。雨季多集中在3-7月，占全年降雨的65%，年平均降水量为1370.5mm~1445.6mm，年平均蒸发量为1466.4mm,年平均气温为17.9~18.2℃，七月平均气温为30℃，极端最高气温为40.8℃，极端最低气温为零下5℃。本区域 内无沉压水，基岩裂潜水水量甚微，地下水量稍大，均受大气降水控制，随季节和降水多少变动。
该出入内环境较好，交通方便，京广铁路国道107纵横南北，319连接东西。建成后的基地将成为长沙市南大门的城市亮点，为新城增色。
