关于印发《盐城市区房屋建筑和市政基础设施工程工程量清单施工招标投标评标实施细则（试行）》的通知
各县（市）建设局，各有关工程建设（开发）单位、施工单位，各工程招标代理机构：
　　为全面推行工程量清单计价招标投标，进一步规范市区建设工程项目施工招标投标评标定标活动，维护工程招标、投标各方主体的合法权益，根据《中华人民共和国招标投标法》和建设部、省、市相关法规规定，结合市区实际，我局研究制订了《盐城市区房屋建筑和市政基础设施工程施工工程量清单招标评标定标实施细则（试行）》，现予印发，于  年  月 日起执行；原盐市建招字[2002]1号文废止。本细则试行后，全部使用国有资金投资或国有资金投资为主的建设工程，执行建设部《建设工程工程量清单计价规范》和省相关配套规定进行工程量清单计价招标投标评标。
各县（市）可以针对本地区实际情况，按照公平、科学、有利于鼓励投标人之间竞争的原则，调整本细则及附件中的有关评价指标和评分标准，参照本细则确定适用于本地区的评标规则，公布适用于本地区的招标投标评标方法和标准。调整的内容应报我局备案。
