工程量清单投标报价基础知识.xls

由定额计价向清单报价转变，作为造价管理人员，尤其是施工单位的投标报价人员，首先要摆脱过去对定额的依赖性，积极收集与工程造价有关的基础数据资料，建立自己企业的数据库，按照企业自身水平进行投标报价。
一、正确、充分理解工程量清单计价的原则
1•政府宏观调控——制定计价规则《建设工程工程量清单计价规范GB50500一2003》
2•企业自主报价——遵循价值规律，体现企业自身水平。也就是说，按照计价规范，用清单报价的计价方式计算的工程造价，其计算过程和计算结果均不再适用"正确与否",而适用"合理与否"来对其进行评价；
3•市场竞争形成价格——企业充分参与市场竞争,合理低价中标。
