第一章  总则
1.1 说明
为了提高水利工程建设项目施工招标标底编制水平，指导标底编制工作，根据水利部《水利工程建设项目施工招标标底编制指南》，结合和《浙江省水利工程建设项目施工招标投标实际情况，管理办法》浙建[2002]54号制定本编制办法。
1.2 使用范围
本办法用于我省境内水利工程建设项目。

1.1 Description
