铜川市耀州区柳林至照金二级公路改建工程由省计委（陕计基础[2002]946号）批准立项，并列入年度建设计划，是由铜川市重点公路工程建设项目管理处具体实施的建设项目。资金来源为国家补助和地市自筹，建设资金已落实。该工程起点位于耀州区柳林镇庙咀村，接耀州区柳林二级公路，途经吴家河、张家村、胡巷村、房儿上、前河、大岩子、照金煤矿，终点止于照金煤矿矿部，路线全长19.389公里。总投资约2300万元。
