1 总    则
 
1.0.1              为了加强建筑工程质量管理，统一建筑装饰装修工程的质量验收，保证工程质量，制定本规范。
说明：
1.0.1              目前，对建筑装饰装修工程的质量验收主要依据两本标准：《建筑装饰工程施工及验收规范》（JGJ73—91）和《建筑工程质量检验评定标准》（GBJ301—88）的第十章、第十一章。在20世纪90年代，这两本标准为保证建筑装饰装修工程的质量发挥了重要作用。随着我国在科技和经济领域的快速发展，装饰装修工程的设计、施工、材料发生了很大变化；由于生活水平的提高，人们的要求和审美观也发生了很大变化。本规范是在两本标准的基础上编制的，同时，考虑了近十几年来建筑装饰装修领域发展的新材料、新技术。
1.0.2              本规范适用于新建、扩建和既有建筑的装饰装修工程的质量验收。
说明：
1.0.2              此条所述新建、扩建、改建及既有建筑包括住宅工程，但不包括古建筑和保护性建筑。既有建筑是指已竣工验收合格交付使用的建筑。
1.0.3              建筑装饰装修工程的承包合同、设计文件及其他技术文件对工程质量验收的要求不得低于本规范的规定。
说明：
1.0.3              本规范规定的施工质量要求是对建筑装饰装修工程的最低要求。建设单位不得要求设计单位按低于规范的标准设计；设计单位提出的设计文件必须满足本规范的要求。双方不得签订低于本规范要求的合同文件。
当设计文件和承包合同的规定高于本规范的要求时，验收时必须以设计文件和承包合同为准。
1.0.4              本规范应与国家标准《建筑工程施工质量验收统一标准》（GB50300—2001）配套

1.0.3 Building Decoration Engineering contracts, design documents, and other technical documents on the project quality requirements of inspection shall not be less than the specification requirements.
Description:
1.0.3 The construction quality requirements specification is the minimum Building Decoration Engineering requirements. Construction units and design units shall not be required by less than the standard design specifications; design unit of the proposed design documents must satisfy the requirements of this specification. The two sides may sign below the specifications of the contract documents.
When the design document and the provisions of the contract than the requirements of this specification, the acceptance must be to design documents and the contract shall prevail.
