工程质量监理目标是：建立全面的质量控制体系，强化承包人自检体系的管理，严格做好中间的质量检验以及现场质量验收，搞好工序监测，强调以事前控制为主，严格开工报告的审批，预防质量通病的发生，杜绝施工质量事故，确保工程质量创优。
    1.建立质量保证组织体系
