一、前   言
    建筑工程质量通病是指建筑工程中经常发生的、普遍存在的一些工程质量问题，由于量大面广，因此对建筑工程质量危害很大，是进一步提高工程质量的主要障碍。1995年，原省建委颁发了《关于印发〈广东省消除建筑安装工程质量通病若干规定〉的通知》（粤建监字［1995］144号，以下简称《若干规定》），全省各地按照《若干规定》的要求，采取切合实际的措施，经过近10年的实践，《若干规定》所列的质量通病现象在我省房屋建筑工程中逐年减少，其中的部分措施已成为近几年出台的工程建设技术规范、标准的条文。实践证明，抓好质量通病防治工作是提高工程质量的重要途径。
近年来，我省建筑业蓬勃发展，由于相应的技术标准和措施的制订相对滞后，传统的施工工法已不适应工程建设的要求，一些新的质量通病也随之产生，以前一些不太关注的质量通病，现在也日显突出。例如：新型砌体开裂、渗漏，混凝土结构板梁开裂，卫生间、给水管暗敷渗漏，阳台栏杆过低，电器设备无防雷接地等。这些质量通病，有的缩短了建筑物的使用年限，有的
