本措施适用于10~13层（含10层、13层），抗震设防烈度为6度、7度，带有一层地下室（非人防设计），结构体系采用短肢剪力墙–一般剪力墙（不得采用纯短肢剪力墙）钢筋混凝土结构的小高层住宅结构设计。不包括带转换层结构和多塔楼结构。
