防汛、防台应急预案
一、 编制目的
杭州市地处亚热带北缘，属亚热带季风气候，年平均温度为16.6℃，多年平均降雨量1399mm，一年有两个雨季，4～6月为梅雨季，强度不大，雨天连绵不断；7～9月为台风暴雨季，雨大集中，台风过境中心风力最高可达12级。
杭州市德胜快速路工程项目是杭州市城市重点建设项目之一。我项目部承建的跨铁路B1标工程，总工期为365天，工程量大而工期紧。梅雨、台风季节正好是我标段工程施工墩台、箱梁的季节。为了作好施工现场“防台防汛”工作，加强现场组织管理，认真落实抢险准备工作，以对付突发性自然灾害事故的发生，保护公共财产及人身安全，保证工程有序施工，特制定本应急预案。
二、 编制依据
根据《中华人民共和国安全生产法》、《建设项目环境保护管理条例》、《工程建设重大事故报告和调查程序规定》、《中华人民共和国防汛条例》细则和杭州市水文气象条件，认真贯彻以“预防为主，以消为辅”为指导思想，结合本工程实际情况，制定防汛、防台计划，并部署、落实好各施工项目的防汛、防台安全
