环境保护与水土保持措施
 一、综述
 1、生态环境保护和水土保持是保证环境资源持续发展和有效利用的根本。我们在施工中，严格按照《中华人民共和国环境保护法》、《中华人民共和国水土保持法》、本项目《环境保护实施计划》和当地环境保护和水土保持的有关规定，依据招标文件，建立管理体系，对我单位公路施工活动范围内环境予以认真保护。
 2、结合本合同段工程实际和自然环境保护特点，制定具体环境保护和水土保持措施并贯彻落实。
 3、无条件地接受当地环保部门和工程师对施工过程中环保工作的监督、指导，积极改进环保、水保中存在的问题，文明施工。
 4、借鉴我单位以往施工中环境保护和水土保持的经验，在施工过程中，全面规划、统一管理、严格执法、综合治理、合理利用、实现环境效益、社会效益和经济效益的统一。
 5、宣传贯彻执行《中华人民共和国环境保护法》、《中华人民共和国水土保持法》和《环境保护实施计划》，加强对全体施工人员环境保护和水土保持方面的教育，提高全员环境保护和水土保持意识。
 6、工作安排时，永临结合，因地制宜，最大限度减少施工对环境的破坏，保护环境，防止水土流失。
 7、保护野生动、植物，严禁施工人员猎杀野生动物。
 8、加大奖罚力度，坚持“谁污染，谁负责，谁治理”的原则。
 二、管理体系及组织机构
 1、建立专门机构、配齐专业人员。
 建立相应的组织机构，设专职管理部门，配齐专业管理人员，聘请一名环保专家指导本标段的环境保护工作。项目部设环境保护室，专人负责本合同段工程的环境保护和水土保持工作，协调、检查、督促各施工队依法保护生态系统的平衡，杜绝污染。详见《环境保护及水土保持组织机构框图》。
