安全文明生产及环境保护管理办法

一、总则
    1、文明施工是反映施工单位素质和施工能力，保证施工质量和进度的基本条件。为使京承高速公路建设文明施工规范化、标准化，特制定本规则。
    2、本规则适用于京承高速公路工程建设项目的所有施工单位及监理单位，包括各标段内部劳务施工队。劳务队与项目经理部之间、监理与项目部均应签订安全生产目标责任书。工程各项经济承包合同中必须有明确的安全生产指标，安全生产目标责任书中必须有明确的安全生产指标、有针对性的安全保证措施、双方责任及奖惩办法。
