1. 编制依据和编制原则
1.1. 编制依据

（3）本工程执行的施工规范及验收标准等;
（4）我单位对施工现场踏勘和调查的情况;
（5）我单位综合经济技术实力及以往类似工程的施工经验。
1.2. 编制原则
该工程是太仓港港区的一项重点工程，也是我公司拓展业务的重中之重的头等大事，为此我公司将投入高效管理班子、一流的队伍进行施工，确保安全、质量、进度、文明达到一流水平，为太仓人民提供满意的服务。我们将本着以下原则编制标书：
⑴本着“百年大计，质量第一”的原则：严格按照ISO9002质量管理体系原理与要求编制质量管理体系，同时依据相关技术规范编制各施工工序的质量工艺措施，以高标准的工序质量来确保全部工程的施工质量。
⑵坚持以设备保工艺，以工艺保质量的原则：配备先进施工设备保证施工工艺，以可靠的施工工艺保证施工质量，保证工程质量目标的实现。
