第一章 编制依据与原则
第一节 编制依据
一、浙江省台缙高速公路台州至仙居段建设项目土建工程S1合同段招标文件和交通部《公路工程国内招标文件范本》(1999年版)。
二、标前会议所澄清的问题及补遗书等。
三、合同规定采用的施工技术规范,验收标准及质量、安全技术规程。
四、现场实地勘察调查资料。
五、我单位的技术实力以及近年来参加公路、市政等类似工程的施工经验,目前可投入的机械设备和人员。
第二节 编制原则
一、管理人员和施工队伍:组织精干、高效的项目管理机构,选派具有多年高速公路桥梁、隧道、路基专业施工经验的管理人员和技术人员组成强有力的项目领导班子。就近调集具有类似工程施工经验专业施工队伍参加本合同段施工。
二、施工组织:统筹安排施工,做到均衡生产,采用先进的组织管理技术,提高施工机械化程度,降低成本,提高劳动生产率,减轻劳动强度。
三、机械设备配套:采用先进的机械设备,组成配套合理、高效的机械化作业线,充分发挥设备的生产能力。
四、施工工艺:根据本工程特点和施工内容,结合我单位多年来类似工程的施工经验,运用我公司开发的先进的国家级、部级工法,桥梁钢构部分采用挂篮悬壁施工,隧道开

II compilation principles
