　　一、《西区中心庄路跨京津塘高速桥工程施工公开招标招标文件》。
　　二、业主提供的本工程招标图纸及随招标文件下发的相关设计资料。
　　三、招标文件关于编制标书的有关要求。
　　四、现行相关的国家及部颁设计规范、施工规范、验收标准及有关文件，天津市、开发区及业主的有关规定。
　　五、招标期间招标单位与投标单位所有来往的函件及补遗资料。
　　六、我公司对施工现场实地勘察、调查资料。
　　七、我公司积累的成熟技术、科技成果、施工工法以及多年来从事同类工程的施工经验。
　　八、我公司可调用到本工程的各类资源。
第二节  编制原则
一、安全第一的原则
在施工组织设计的编制中始终按照技术可靠、措施得力、确保安全的原则确定施工方案，在确保万无一失的前提下组织施工。
二、优质高效的原则
