第一节 我国公路工程招投标概述 

公路工程建设推行招投标制是我国公路建设事业改革开放的结果。公路工程建设项目招标投标是国际通用的、比较成熟的而且科学合理的工程承发包方式。公路建设行业是我国推行招投标制度最早的行业之一，在“七五”期间，引进外资的建设项目中，同时“引进”了国际通用的招投标制，招投标制不仅在理论上符合市场经济和价值规律的基本原理，而且实践证明，招投标制可以确保工程质量、缩短建设工期、降低工程造价、提高投资效益、保护公平竞争。
招投标制促使建设单位按基本建设程序办事；促使施工单位在竞争中注重自身的经营管理、技术进步，提高管理水平，树立良好的信誉；促使施工企业由生产型向生产经营型转变，改革企业内部的经营体制和管理体制，以求得最好的经济效益。
1985年交通部颁布了《公路工程施工招标投标试行办法》，1989年在总结我国公路工程施工招投标的经验和教训的基础上，修订成为《公路工程施工招标投标管理办法》，1996年7月1日发布了《公路建设市场管理办法》，1997年10月1日又在以上办法基础上发布了《公路工程施工招标资格预审办法》和《公程
