投标文件的施工组织设计编制，有两个十分明显的特点：一、所编的施工组织设计，必须全部符合招标文件规定，而且在相应的章节中，有体现响应招标文件的叙述。例如：招标文件对投入本工程的人员资源计划中，项目经理的业务能力和领导水平、工作经验、专业工程师的资历、数量；主要施工机械设备的数量、规格、型号；都有明确的要求，而且这些要求，一般都是硬性的。承包商（投标者）必须在施工组织设计中列明这些资源的计划安排。二、

The general requirements
