（一）编制依据
1、北京城市铁路股份有限公司发放的《招标文件》、07标段设计图及答疑资料等。
2、国家、北京市相关法律、法规、规章和技术标准；
3、对以往类似工程的施工经验和我单位现有的技术装备和机械施工的能力；
4、建筑工程、铁路工程、公路工程及其它相关规范、标准；
5、现场调查情况
（1）设计单位的设计意图；
（2）沿线道路、房屋、电力、水源等；
（3）当地气候及自然条件；
（4）取土场及轻轨铁路工程所需材料来源地点、可供量、质量标准；
6、目前我单位计划参加施工的专业施工队伍及机械设备。

（二）编制原则
1、满足招标文件提出的工期要求、质量要求，确保施工安全和环境保护；
2、专业工程由专业施工队伍施工，并提高机械化施工水平；
3、分部工程分段分项连续施工，优化施工方案，提高施工效率；
4、采用成熟的施工技术和工艺。
5、单体桥工程跨越城市道路工程，施工时保证行车行人安全及不阻断交通。
