⒈施工准备
⑴ 施工测量
在开工前先进行施工测量，包括导线、中线及高程的复测，水准点的复查与增设，测量与绘制横断面。施工测量的精度符合《公路勘测规程》（JTJ061-99）的要求。并将测量方法及成果资料签字后交送监理工程师。经监理工程师批准后方可施工。
在开工之前在现场放出路基坡脚、路堑堑顶、截水沟、边沟、护坡道、取土坑、弃土场等的具体位置，标明其轮廓，提请监理工程师检查批准。
⑵ 调查与试验
路基施工前对施工范围内的地质、水文、障碍物、及各种管线等情况进行详细调查。
对图纸所示的利用挖方、借土场的路堤填料取有代表性的土样进行试验，试验方法按《公路土工试验规程》（JTJ051-93）执行，试验项目按 “技术规范”要求进行。
⑶ 防水、排水
施工前做好路基的各种防、排水设施，挖设排水沟，并保持其处于良好的排水状态。
