工程变更、签证管理办法

为了明确承包人和发包人双方的权益，减少施工、结算中因变更、签证不规范引起的纠纷和争议，特制定如下管理办法共同执行：

一、设计变更、现场签证的确认：
    设计变更、现场签证是施工图纸的补充部分，与正式施工图纸一样具有同等的法律效力，设计变更、现场签证一经确认，发包人和承包人双方必须按规定严格执行。
