7.1突发性事件应急预案
7.1.1 目的
为提高公司应急响应能力，降低各类恶性突发事件带来的损失，加强对突发事件的应急管理，保障员工生命及储备公司财产HSE，保护环境和资源免遭污染，保证公司工程建设的顺利进行，本着“以人为本、生命第一、统一指挥、快速响应、控制事态、减少损失”的原则，特制定本预案。
7.1.2 适用范围
本预案适用于储备公司内部、施工现场分包商应急事件和灾害事故的应急处理。
7.1.3. 事故分类和等级
7.1.3.1 事故分类：
7.1.3.1.1 火灾事故：在工程建设中由于各种原因引起的火灾，并造成人员伤亡或物资财产损失的事故。
7.1.3.1.2 爆炸事故：在工程建设中由于各种原因引起的爆炸，并造成人员伤亡或物资财产损失的事故。

7.1.1 Objective
