合同管理制度

一  总   则

    第一条  为维护企业合法经济利益,加强合同（或协议，下同）管理,促使承办人员自觉地依法签订合同,严格地履行合同,实现企业对合同的规范化、程序化管理,根据《民法通则》、《合同法》及《    集团公司合同管理办法》,并结合企业的实际情况制订本制度。
    第二条  各主管部门、承办人员在遵守国家有关法律、法规的情况下,严格按照本制度,对合同进行全面管理,并接受集团公司的监督、检查。
    第三条  合同管理实行“统一归口、分级管理”的办法,企业各部门对合同的管理集中向总经理负责。

二  合同管理机构

    第四条  合同由合同管理小组归口管理,小组人员由各部门设置兼职合同管理人员组成,并由企业专职人员负责;各承办人员具体负责各自授权范围内合同的签订、履行等工作。
    第五条  合同管理专职人员的主要职责:
