一、合同管理办法：

1、为了规范合同签认程序，使现场施工管理程序化、规范化、标准化，制定本管理办法。
3、合同草案应由甲方起草，经双方共同讨论通过后先由乙方签字盖章。
4、本工程中由总包单位自行分包的施工合同应及时报甲方备案。合同应由相关部门经理及公司总经理审批后方可签订。
5、合同签署及审批人员必须对合同内容进行周密考虑及审查，以保证合同主要条款的合法性、严密性、可行性。合同签订后，甲方留存一份原件，财务部、投资预算部门及经办部门留存一份原件或复印件，其他部门需要留存合同的，由经办部门提供复印件。
6、合同内容应尽力实现公司利益最大化，充分体现公司价值取向；
7、各类业务分包(采购)合同金额（工程造价）在5万元以上（含5万元）必须考虑实行招标选择合作单位。各类招标项目预选投标单位应不少于三家。
8、工程类合同执行过程及完毕后，投资预算部门应持合同相关文件报财务部门备案。当经济合同签订后出现补充或更改时，应进行详细的文字说明备忘。
9、本工程钢筋及甲供设备定货合同应经丙方、乙方、甲方共同考察评比后依次签字盖章
二、施工质量控制办法
