1导则1.1总则　　1.1.1为贯彻国务院办公厅1999年72号文件转发的建设部等部门《关于推进住宅产业现代化提高住宅质量的若干意见》，″加强          对住宅装修的管理，积极推广装修一次到位或菜单式装修模式，避免二次装修造成的破坏结构、浪费和扰民等现象″，落          实《住宅室内装饰装修管理办法(建设部令第110号)的有关规定，特编制本实施细则。
