安 全 员 管 理 条 例
（权利和任务）

第一条  积极贯彻和宣传上级的各项安全规章制度，有权检查监督所有单位（分项目工程、班组）对安全生产上级指示贯彻执行情况。
第二条  安全员是分项工程安全生产的第二责任人，应协助分项目领导搞本单位安全生产工作，落实完善施工现场各项安全设施，以及安全技术交底会，并组织安全学习。
第三条  经常对施工现场的安全状况进行检查，及时地发现各类不安全因素，并及时向领导及现场负责人上报，同时责令进行整改，消除事故隐患。
第四条  对于“三违”现象有权制止，有权开具罚款单。
第五条  对于有严重事故隐患或危及人身安全及财产受损情况的人和事，有权下达停工令并给予罚款。
第六条  安全员有权制止各种违章作业 和野蛮施工形为，任何单位和个人，不得干扰安全员的正常工作。
第七条  对于安全员在工作中必须配戴统一袖标上岗尽职尽责，对作出突出贡献和失职者，经理部将定期或不定期给予表彰奖励和处罚。
